The DC Housing Modernization and Accessibility Act of 2026 represents a major voter-driven reform to stabilize housing affordability in Washington, D.C.
The ballot initiative’s key provisions:
- An immediate two-year rent freeze that stops new rent increases
- A trigger that will create future rent freezes during periods of high-inflation
- Changes affordable housing eligibility for lower-income residents
- Requires land sold or leased by the DC Government to have larger mix of bedrooms to accommodate families
