The DC Housing Modernization and Accessibility Act of 2026 represents a major voter-driven reform to stabilize housing affordability in Washington, D.C.
The ballot initiative’s key provisions:
- An immediate two-year rent freeze that stops new rent increases, and more rent freezes during high-inflation periods.
- New lower standard for affordable housing eligibility for lower-income residents.
The Act also restructures D.C. government land disposition to promote deeper affordability, larger family units, and long-term rent stabilization.
